THUNDER BAY – City Council will hear from a group of students about a plan to adopt Fair Trade policies in the city operations on Monday night. The Grade Six class at Ogden Community School will appear before Council to seek their support for this idea.

The students say that a growing number of cities are becoming Fair Trade Cities, and that Thunder Bay should adopt the practice.
State of Emergency
Administration is recommending to Council that the state of emergency declared on May 28, 2012 by Acting Mayor Boshcoff, under the Emergency Management and Civil Protection Act remain in place. Administration suggest that happenn so that an agreement be concluded with Venshore Mechanical Limited so that Venshore continues as the Constructor and General Contractor on the Atlantic Avenue Plant project until such time as the emergency is lifted.
Street Sweeping for Bike Lanes
At the January 14, 2013 Committee of the Whole meeting a memorandum was presented from Councillor A. Ruberto, dated January 14, 2013, containing a resolution relative to Active Transportation – Bike Lanes.
At that time a resolution was passed requesting that Administration report on how the spring sand sweeping schedule can be improved upon to allow for existing bicycle lanes to be cleared as early as possible to allow for their full and safe use throughout the cycling season.
Administration will report to Council that the same plan for clearing streets has been in place for the past thirty years. Changes have been made to the plan that have assisted the new bike lanes.
Brad Adams, the City’s manager of the Roads Division is reporting that the late arrival of spring delayed street sweeping this year, and that the proposed deadline of meeting the goal of having bike lanes swept by the May 2 opening was not met. Weather conditions delayed the progress and streets with bike lanes were not swept until May 17th.
Fire Fighter Arbitration
The City of Thunder Bay and the Fire Fighters went into arbitration over a salary dispute. A ruling has come down in the case. Council will hear a report on how the decision will impact the city’s finances.
The city will now be responsible for payment of sick days for fire fighters dating back to 2008. Tim Commisso will report to Council that the cost of this is about $170,000.00 and about $3,200 per retired firefighter. “The decision adds to the increasing cost of providing tax supported emergency services and reinforces the need to address this fiscal challenge on a community and province-wide basis,” comments Commisso.
Northwood Sewer Work
Administration will recommend that Contract 11, 2013 Northwood Storm Sewer and Watermain be awarded to Prime Terra Group Inc. which submitted the revised lowest tender in the amount of $1,224,141.09 (inclusive of HST); it being noted that the amount shown is based on estimated quantities; final payment for this Contract will be based on measured quantities for the completed work.
A vote by Council to approve this is required.
