The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Clay Byron Starr (also known as Clayton Starr, Chad Crate, Richard Starr), 33 years of age, a convicted sex offender considered at high risk to re-offend in a sexually violent manner.

STARR was released on June 20, 2024, from a maximum-security facility in Ontario, Millhaven Institution, after serving a sentence for the following offences: forcible confinement, sexual assault with a weapon, robbery, flight while pursued by peace officer, fail to comply with probation order, and aggravated assault.

On October 17, 2013, he received a total sentence of 13 years (which includes presentence custody credit for 27 months, and 25 days). On November 13, 2013, he received a one-year sentence to be served at the same time as the prior sentence.

STARR is expected to reside in Sandy Bay First Nation, Manitoba.

STARR has a history of violent sexual offending. He is considered a high risk to re-offend in a sexually violent manner. Females are at risk of sexual violence.

Clay Byron Starr is a 33-year-old male with a criminal record with includes convictions for sexual assault with weapon, aggravated assault, forcible confinement, flight while pursued by peace officer, armed robbery, robbery, and breaches of court orders.

STARR was released on June 20, 2024, after serving a sentence for forcible confinement, sexual assault with a weapon, robbery, flight while pursued by peace officer, fail to comply with probation order, and aggravated assault.

On October 17, 2013, he received a total sentence of 13 years (which includes presentence custody credit for 27 months, and 25 days). On November 13, 2013, he received a one-year sentence to be served at the same time as the prior sentence.

These offences occurred on September 17, 2010, and between June 22, 2011, and June 23, 2011.

On June 11, 2011, STARR, stole a stranger’s running vehicle, occupied by a female youth (unknown to him). He fled while driving erratically, forcibly confined, threatened, and violently sexually assaulted the confined female youth. During this same incident STARR committed robbery, violently taking another vehicle, and fled from police in a high-speed chase.

Although STARR has completed some programming, he is still considered a high risk to re-offend in a sexually violent manner.

Upon release, STARR will be subject to a lifetime weapon prohibition order and an undertaking with conditions.

STARR is expected to reside in Sandy Bay First Nation, Manitoba.
