City Clarifies Role of Municipal Enforcement in Animal Services, Plans for Review

THUNDER BAY – MUNICIPAL – The City of Thunder Bay is clarifying the role of Municipal Enforcement Services (MES) in handling domestic animals and announcing plans for a comprehensive review of animal services in the community.

In 2022, MES adjusted its operations to enhance services related to domestic animals. These changes included managing dangerous dogs, picking up stray animals, investigating dog bites, and handling injured or deceased animals found on city property.

“The decision to change the operations of animal services in 2022 was based on available resources at the time,” explained Keri Greaves, Commissioner of Corporate Services and City Treasurer. “We need to be adaptable to the changing needs of the community, including how we deal with domestic animals through Municipal Enforcement Services.”

Recognizing the importance of a robust and responsive animal services system, the City is taking steps to conduct a comprehensive review. This review will involve:

  • Stakeholder Consultation: The City will engage with key stakeholders, including animal rescue groups and shelters, to gather feedback and understand their priorities and needs regarding animal services in Thunder Bay. This consultation process will begin immediately.
  • Independent Third-Party Review: In the coming months, the City will initiate an independent third-party review of animal services operations in the community. This review will provide an objective assessment and recommendations for improvement.

Currently, Municipal Enforcement Officers are trained to address by-law infractions and capture stray animals. They transport lost dogs to the City Pound and make efforts to reunite them with their owners.
