Homicide Investigation: C24-132537

Winnipeg, MB — Winnipeg Police responded to a report of an injured male in the 400 block of Kennedy Street at approximately 11:50 p.m. Officers found 49-year-old Ricky Dwayne Mancheese with life-threatening stab wounds. Despite emergency medical care and transport to a hospital, Mancheese succumbed to his injuries. The Homicide Unit is leading the ongoing investigation. Officer-Involved Shooting: C24-132797

At approximately 5:20 p.m., police responded to a 911 call about a male attempting to ignite a fuel tank on Arlington Street. The male, armed with a knife and rock, ran into traffic confronting people. Officers deployed a Taser, which failed, and subsequently discharged a firearm, striking the male. He was taken to the hospital and is now in stable condition. The Independent Investigation Unit of Manitoba (IIU) has taken over the investigation.

Robbery/Assault of Peace Officer: C24-132756

At 4:15 p.m., an off-duty officer was assaulted by a male suspect, Kulagbanda Bob Umar, in the 100 block of Smith Street. Umar attacked the officer and attempted to steal his vehicle. Off-duty officers intervened and restrained Umar. The officer sustained injuries and sought medical attention. Umar, recently released from custody, faces multiple charges including robbery, assault of a peace officer, and uttering threats. He remains in custody.
