Thunder Bay, ON (11 June 2024) — The Special Investigations Unit (SIU) has concluded its investigation into the serious injury of a 30-year-old man during an arrest by Thunder Bay Police in 2023, finding no criminal conduct by the involved officer.
Summary of Incident
On June 10, 2023, a man fled on foot while being arrested for impaired driving. During the pursuit, an officer took him down, and the officer’s flashlight unintentionally struck the man’s head, causing a skull fracture. Allegations suggested the action was deliberate, but the officer maintained it was accidental.
Investigation Findings
The investigation, led by SIU Director Joseph Martino, reviewed body-worn camera footage, which was inconclusive due to its choppy nature. Based on the evidence, Martino determined there were no reasonable grounds for criminal charges against the officer.
Director’s Statement
Director Martino concluded that the available evidence did not meet the threshold for criminal prosecution. The full report, including the incident narrative, evidence, and detailed analysis, is available on the SIU website.
