WINNIPEG – The Winnipeg Police are sharing this information on the pending release into Winnipeg of what Police say is a high-risk sex offender.

The Manitoba Integrated High-Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Christopher ASSINIBOINE, 36 years of age, a convicted sex offender considered a high risk to re-offend in a sexual/violent manner against all females, both children, and adults.

ASSINIBOINE will be released from Stony Mountain Penitentiary, Manitoba after serving a sentence for sexual assault and utter threats, involving an 18-year-old female stranger. He was convicted of those offences on May 4, 2015, and received a total sentence of 7.5 years (includes pre-trial custody credit of 3 years and three months). He was also deemed a long term offender and, upon release is subject to a 10-year long term supervision order. ASSINIBOINE is also subject to a lifetime weapons prohibition.

ASSINIBOINE committed those offences when he was on statutory release (parole) for a prior sexual assault conviction.

ASSINIBOINE was released on August 1, 2019.

ASSINIBOINE is expected to reside in Winnipeg, Manitoba.

ASSINIBOINE has a history of violent sexual offending. He is an untreated sex offender and is considered a high risk to re-offend in a sexual manner. All females, children, and adults are at risk.

Background information: Christopher ASSINIBOINE is a 36-year-old male with a lengthy criminal record including sexual assault, robbery, assault with a weapon, utter threats, assault and breach of recognizance and prohibition orders.

ASSINIBOINE will be released after having served a sentence for sexually assaulting and threatening an 18-year-old female stranger. On May 4, 2015, he received a sentence of 7.5 years (includes three years and three months pre-trial custody credit). ASSINIBOINE committed those offences while on parole for sexual assault, and while being unlawfully at large by failing to return to where he was ordered to reside.

ASSINIBOINE was convicted in September 2009 for sexually assaulting a 14-year-old female stranger. He received a three-year prison sentence (includes 6-month pre-trial custody credit), followed by a 10-year weapons prohibition order and prohibition order regarding children.

ASSINIBOINE committed both sexual assault offences while supplying drugs and alcohol to lure the vulnerable female victims from a public place in order to commit the offences.

ASSINIBOINE was released on August 1, 2019.

Upon release, ASSINIBOINE will be subject to a ten-year long term supervision order, which includes conditions such as:
• Not to have any contact or communication by any means, with a person under 18 years, unless done so under the supervision of a person whom the court considers appropriate
• Reside at a location approved by the Correctional Service of Canada
• Not to consume, purchase or possess any drugs other than prescribed medication taken as prescribed
• Not to consume, purchase or possess alcohol

ASSINIBOINE is an untreated sex offender. He is considered a high risk to re-offend in a sexual manner against females, both children, and adults.

ASSINIBOINE is expected to take up residence in Winnipeg, Manitoba.
