James Reginald WICKENDEN Released in Thunder Bay

THUNDER BAY – Residents in Thunder Bay are being alerted to the release of a convicted sex offender in the city.

The Thunder Bay Police Service is issuing a Community Safety Advisory about an offender who resides in the city. This advisory follows a careful review of the offender as it relates to issues of public safety.

James Reginald WICKENDEN, 36, will be residing in the area of Parkway and Laurentian Drives. WICKENDEN is a convicted sex offender with a prior conviction. He was arrested by the Thunder Bay Police Service on March 6, 2019, for Breach of a Prohibition Order in relation to children.

WICKENDEN was released to a surety on Thursday, May 2, and as a condition of his release must remain at the residence of his surety.

WICKENDEN is also subject to numerous conditions including not to attend public swimming areas, day-cares, school grounds, playgrounds, or community centres, or being in the presence of any children under the age of 16 unless accompanied by his surety.

WICKENDEN’s conditions also require him to report to the Thunder Bay Police Service headquarters at 1200 Balmoral Street twice weekly on specified days starting May 5, 2019.

This information is being issued to the public as a precautionary measure. Protecting public safety is among the Thunder Bay Police Service’s top priorities. Members of the public are reminded that, although WICKENDEN does present a safety risk, his rights are guaranteed under the Charter of Rights and Freedoms. As such, the Thunder Bay Police Service will act to protect these rights if they are infringed.
