THUNDER BAY – Police are on scene in the Windsor Housing Complex this morning. Police report that they are on a manhunt for a male suspect who is wanted on outstanding warrants in Southern Ontario. Police state in a written release that the man fled from Police into a unit in the complex.

Reportedly, an officer observed this male just after midnight and attempted to arrest him. The male fled in a vehicle to this location. A command post has been set up and the TBPS Tactical Unit remains on the scene.

A police media release states, “A number of residential unit in the complex have been evacuated and other residents have been told shelter in place as it is believed the male may be armed.”

The area between Junot, Blucher, Picton and Windsor Street has been contained. Pedestrians and motorists are to avoid the area.

Thunder Bay Police are asking that people take great care in posting details on social media on the ongoing operation as they suspect individuals can easily access those details and put police officers and the public at risk.

Update – Suspect Kurt Downer was arrested and is in custody.
