THUNDER BAY – City Council will examine the Active Transportation Plan tonight. The matter was put forward from the June 17, 2013 Council Meeting. There will be several deputations from local residents on the plan.

At the June 17, 2013 Committee of the Whole, Report No. 2013.045 (Engineering) relative to the above noted presented and a resolution was passed to defer the report to the June 24, 2013 Committee of the Whole. 

City Council Transportation Plan

THAT Schedule “TWENTY EIGHT” DEDICATED BICYCLE LANES of By-law 065-2011, to implement dedicated bicycle lanes along Adelaide Street from East end to West end, Arundel Street from Hodder Avenue Strathcona Avenue , Beverly Street from Balmoral Street to Winnipeg Avenue, High Street from Theresa Street to Bay Street, Keith Street from Theresa Street to Balsam Street, Leslie Avenue from Arundel Street to Adelaide Street, and Theresa Street High Street to Keith Street, as outlined in this Report;

2) THAT shared lane markings be implemented on Oliver Road, from Balmoral Street to Golf Links Road, as outlined in this Report;

3) THAT Schedule “Two” PARKING PROHIBITED – SPECIFIED TIMES AND PLACES of By-Law 065-2011 be amended, so that “No Parking Anytime from May 1 – November 15” each year be implemented, as follows:

        • on the South side of Adelaide Street from the East end to the West end, and on the south side of Adelaide Street from Grenville Avenue to the West end;

        • on the North side of Arundel Street from Hodder Avenue to Strathcona Avenue;

        • on the South side of Beverly Street from Fulton Boulevard to Winnipeg Avenue;

        • on both sides of High Street from Theresa Street to Tupper Street, the East side of High Street from Dufferin Street to Red River Road, both sides of High Street from Dufferin Street to Bay Street, the West side of High Street from Van Norman Street to Hebert Street, and on both sides of High Street from Van Norman Street to Tupper Street;

        • implemented on both sides of Keith Street from Theresa Street to Balsam Street;

        • on the East side of Leslie Street from Arundel Street to Lillian Street, West side of Leslie Street from Surrey Street to Talbot Street, and both sides of Leslie Street from Lillian Street to Adelaide Street;

        • on both sides of Theresa Street from Simcoe Street to Keith Street;

4) THAT Schedule “Seventeen” STOP INTERSECTIONS of By-Law 065-2011 be amended, as follows:

      • THAT Eastbound and Westbound Stop Controls be removed at Bay Street and Ray Boulevard, Bay Street and Rupert Street, Bay Street and Winnipeg Avenue, and Bay Street and Summit Avenue;

      • THAT Northbound and Southbound Stop Controls be installed at Bay Street and Marlborough Street, Bay Street and Ray Boulevard, Bay Street and McKibbin Street, Bay Street and Rupert Street, Bay Street and Hill Street, Bay Street and Winnipeg Avenue, and Bay Street and Summit Avenue;

5) THAT Ray Boulevard from John Street to Red River Road, Rupert Street from John Street to Red River Road, and Winnipeg Avenue from John Street to Red River Road be deleted from Schedule “Sixteen” Through Highways of By-Law 065-2011;

6) THAT Ray Boulevard from John Street to Bay Street, from Bay Street to Red River Road, Rupert Street from John Street to Bay Street, from Bay Street to Red River Road and Winnipeg Avenue from John Street to Bay Street, from Bay Street to Red River Road be inserted in Schedule “Sixteen” THROUGH HIGHWAYS of By-Law 065-2011;

7) THAT By-law No. 065-2011, Section 34 be amended to include exemptions for emergency vehicles, motor vehicles reacting to approaching emergency vehicles as identified in section 159 (1) of the Ontario Highway Traffic Act, school buses actively picking-up and dropping-off school children, and large trucks and trailers engaged in loading or unloading activities with 4-way flasher on; 

8) THAT By-law No. 065-2011 be amended as outlined in the Report, in form and content satisfactory to the City Solicitor;

9) THAT a $4,000 budget increase in the 2014 Road Division Operating Budget for maintenance of the new 2013 active transportation routes be referred to the 2014 Operating Budget for consideration;

AND THAT any necessary by-laws be presented to City Council for ratification.
